Preheat oven to 350°F. Grease and flour 12 small Bundt cup pans. (I recommend Baker's Joy or Pam Baking flour-based cooking spray.)

Mix flour, baking powder, soda, and salt. Set aside. Beat butter, sugar, and brown sugar until frothy with a medium-speed electric mixer.

After adding each egg, stir well. Mix in vanilla. Lower mixer speed. After adding half the flour mixture, add the sour cream and the rest. Mix until blended or flour streaks remain.

Mix in chocolate chips. Evenly fill the cups with batter. Tap the pan gently on the counter to eliminate batter bubbles.

Bake 16–20 minutes until cakes are golden brown and a pick inserted into the center comes out clean.

Take 10 minutes to cool on a wire rack in the pan. Then remove the cakes from the pan and cool on a wire rack.

Serve cakes with confectioners' sugar if preferred.
